STRUCTURE

The Secretariat serves as the backbone of the World Embassy Desk (WED), managing its day-to-day operations and executing its mission. Acting as the administrative and executive organ of the WED, the Secretariat is responsible for receiving and processing breach denunciations submitted by member states. Led by the Secretary-General, it ensures the organisation’s independence, neutrality, and effectiveness in upholding international commitments. With a dedicated team that includes the Assistant Secretary-General and regional Deputies, the Secretariat provides cohesive leadership and operational support to all WED initiatives.

The Secretary General:

The Secretary-General is Chief Administrative Officer of the WED – and is also a symbol of the Organization’s ideals and an advocate for the respect of the rule of law and its equal application to all.

Deputy Secretary-General

The Deputy Secretary-General’s role is to assist the Secretary-General in managing the operations of the WED, to act and represent the Secretary General if needs be and to support the Secretary General in ensuring coherence of actions and initiatives.

At the WED, States can have their own representation ‘desk’. While respecting individual states interests and strategies, the WED will only focus itself on achieving legal performance. All states are equal at the WED, regardless of the size of their population, wealth, and economic or military power. Equality and mutual respect are two of the most important values of the WED.

The Desks form the physical and symbolic representation of each member state at the WED. Each Desk is staffed by an official representative, such as an Ambassador, and their delegation. These Desks provide a platform for states to voice their perspectives, participate in decision-making, and collaborate with other member states to uphold the principles of the WED.

The Congress

The Congress of Desks is the WED’s central management and oversight body, bringing together representatives from all active member states. Meeting annually or as needed, the Congress reviews key issues such as budgets, audit reports, and organizational strategies. Each member state has an equal vote, reflecting the WED’s commitment to fairness and equality. The Congress fosters consensus-building and ensures that the WED operates in alignment with the shared interests of its members.

The Appeal Committee

The Appeal Committee is a cornerstone of fairness and accountability within the WED. Comprised of independent experts renowned for their integrity and legal expertise, the Committee ensures impartial review and resolution of disputes. Its members reflect the diversity of the world’s principal legal systems and regions, guaranteeing equitable representation. By offering a transparent and neutral appeals process, the Committee strengthens trust in the WED’s enforcement mechanisms.

The Register

The Register is a vital neutral organ of the WED, serving as a repository for member states’ commitments and enforcement tools. It provides transparency and accountability by maintaining up-to-date records of the international agreements entered by member states and the resources they pledge to support enforcement. The Register ensures that all member states can track their obligations and contribute effectively to the WED’s mission of fostering global compliance and cooperation.

The Financial Department

The Financial Department safeguards the financial integrity of the WED, ensuring that the organization operates transparently and efficiently. Responsible for managing the budget, conducting annual audits, and assessing member contributions, the Department provides a clear account of all financial activities. By maintaining rigorous financial oversight, it supports the WED’s mission and promotes confidence among member states.

Strength of the WED

A positive effect of the WED will be that its actions will not affect the relationship between states. After all, states are not the ones who will act against the state that violates the international agreements; the WED will act on behalf of all members, while the member states will just act according to their commitments to the WED.

Another positive outcome of the WED will be that states will not be able to abuse their economic or military power to force others to act according to their will or to accept a breach by them. After all, by doing that, those states are not only breaching international agreements but also intending to make innocent civilians suffer only for their own agenda. Indeed, just as we as humans may not force our neighbours to live as we see fit, states may not force this on other states, either.
