WED Addresses the Governments of the United Kingdom, France and Germany on the Primacy of International Law

On 2 March 2026, the World Embassy Desk (WED) transmitted a high-priority communication to the Governments of the United Kingdom, the France, and the Germany concerning recent public statements indicating readiness to enable or undertake defensive military action against the Iran.

In its letter, WED recalls the primacy of the Charter of the United Nations, in particular Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any state, except in strictly defined circumstances such as self-defence under Article 51 or action authorised by the Security Council.

The communication further raises concerns regarding the risks of escalation and regional destabilisation, the legal implications of facilitating military operations from national territory, and the potential relevance of the crime of aggression as codified in Article 8 bis of the Rome Statute of the International Criminal Court.

WED emphasises that sustainable security cannot be achieved through cycles of retaliation. Durable peace requires consistent application of international law, equal standards for all states, and renewed diplomatic engagement. The letter calls for an immediate ceasefire, restraint in the use of force, and intensified diplomatic efforts aimed at de-escalation.

The World Embassy Desk reiterates its readiness to contribute constructively to dialogue and diplomatic initiatives designed to prevent further destabilisation and to safeguard civilian life in the region.
