WED Warns Against the Use of Proxy Forces in the Iran Conflict

The World Embassy Desk (WED) is following with serious concern the reports that Kurdish armed groups operating from northern Iraq may be preparing military operations against the Islamic Republic of Iran, reportedly with support or encouragement from the United States.

If confirmed, the arming or support of non-state armed groups for the purpose of conducting military operations against another sovereign state raises fundamental concerns under international law. The principle of sovereignty and the prohibition of intervention, as reflected in Article 2 of the Charter of the United Nations, prohibit states from organizing, supporting, or directing the use of force against another state, whether directly or indirectly.

The use of proxy armed groups risks expanding the conflict beyond its current scope and may significantly destabilize the wider region. Such actions may place Iraq in a particularly vulnerable position by drawing its territory into a broader confrontation, while also increasing the risk of ethnic tensions and internal instability. Historical experience demonstrates that the instrumentalization of ethnic or regional movements for geopolitical purposes frequently leads to prolonged conflict, humanitarian suffering, and the erosion of regional security.

The World Embassy Desk therefore calls upon all parties to exercise restraint and to refrain from further militarization of non-state armed groups. Respect for the territorial integrity and political independence of states remains a cornerstone of the international legal order. Disputes and tensions must be addressed through diplomatic engagement, dialogue, and lawful international mechanisms rather than through proxy warfare.
