
Condemning Attacks on Civilians and Medical Facilities in Lebanon
The World Embassy Desk (WED) expresses its profound concern regarding the recent escalation of violence in Lebanon following Israeli military operations that have reportedly resulted in a significant number of civilian casualties, widespread displacement, and the destruction of civilian infrastructure.
Particularly alarming are reports indicating that medical facilities and medical personnel have been targeted or struck during the course of these operations. Under international humanitarian law, including the Geneva Conventions and their Additional Protocols, medical units, hospitals, ambulances, and medical personnel enjoy special protection and must not be the object of attack. Any attack against such protected persons or facilities, unless they are being used for military purposes and after proper warning, may constitute a serious violation of international humanitarian law.
The WED recalls that the fundamental principles of distinction, proportionality, and precaution form the cornerstone of the law of armed conflict. Parties to a conflict are under a clear legal obligation to distinguish at all times between civilians and combatants and between civilian objects and military objectives. Attacks that cause excessive harm to civilians or civilian infrastructure are strictly prohibited.
The reported deaths of numerous civilians, including medical personnel, and the displacement of large numbers of residents raise serious concerns regarding compliance with these obligations. The protection of civilians and humanitarian workers must remain paramount in any armed conflict.
The World Embassy Desk calls upon all parties involved to immediately respect their obligations under international humanitarian law, to ensure the protection of civilians and humanitarian infrastructure, and to refrain from actions that further endanger civilian populations.
The WED further urges the international community to intensify diplomatic efforts aimed at de-escalation and to support initiatives that promote dialogue, restraint, and the peaceful resolution of disputes.
The preservation of human life, the protection of medical services, and the adherence to international law must remain guiding principles in addressing the current crisis.
