Reports of U.S. Interference in the Internal Affairs of Cuba

The World Embassy Desk (WED) has taken note of recent reports and public discourse suggesting that the United States is once again engaging in, or openly contemplating, actions aimed at influencing the internal political order of the Republic of Cuba.

The WED expresses its serious concern at indications that such conduct may involve a renewed willingness to disregard fundamental principles of international law. In particular, repeated signals suggesting interference in the internal affairs of a sovereign state raise profound legal and ethical questions under the framework of the United Nations Charter.

The principle of non-intervention constitutes a cornerstone of the international legal order. Any effort by one state to influence, direct, or alter the political system of another state, whether through overt or indirect means, risks violating Article 2(7) of the Charter, as well as customary international law. Moreover, where such conduct is accompanied by coercive measures, including economic pressure or implicit threats, it may also engage the prohibition on the threat or use of force as enshrined in Article 2(4).

The WED is particularly concerned that public rhetoric and policy positions appear to normalize such conduct. The open articulation of intentions that may lead to interference not only undermines the credibility of international legal norms, but also sets a dangerous precedent in an already fragile global order.

Beyond the legal implications, the WED emphasizes the human dimension of such actions. Interference in the internal stability of a state carries direct consequences for civilian populations. Economic disruption, political instability, and social unrest disproportionately affect ordinary citizens, whose safety, livelihoods, and dignity must remain paramount. Any course of action that risks destabilizing the country inevitably impacts the lives of innocent civilians.

The WED therefore calls upon the United States to reaffirm its commitment to the principles of sovereignty, non-intervention, and the peaceful settlement of disputes. The international community must remain vigilant in upholding these norms, which are essential to the maintenance of international peace and security.

The WED further calls upon all states to speak out clearly and unequivocally against any actions that may constitute interference in the internal affairs of Cuba, and to reaffirm their collective responsibility to uphold international law. Silence or inaction in the face of such developments risks normalising conduct that undermines the foundational principles of the international legal order.
