Statement On the European Union’s Recent Measures Concerning Iran and Its Position on Israel
The World Embassy Desk (WED) expresses its profound concern and astonishment at the apparent inconsistency in the recent positions adopted by the European Union.
The WED takes note of the European Union’s decision to impose new restrictive measures against the Islamic Republic of Iran in relation to developments surrounding the Strait of Hormuz. At the same time, the WED observes that the European Union has been unable to reach agreement on even the temporary suspension of its trade arrangements with Israel, reportedly due to internal opposition from certain Member States.
The WED further notes, in this regard, a striking inconsistency within the internal dynamics of the Union. Whereas certain Member States, most notably Hungary, have previously been subject to criticism for allegedly lacking solidarity or for not aligning with the prevailing policy direction of the majority, it now appears that Member States that have voiced such criticism are themselves contributing to the present inability of the Union to reach a common position. This development raises additional questions concerning coherence, mutual accountability, and the consistent application of principles of solidarity within the European Union.
This juxtaposition raises serious questions regarding coherence, proportionality, and the consistent application of fundamental principles of international law.
The WED notes with concern that ongoing hostilities in multiple theatres, including Gaza, Lebanon, Syria, Yemen, and most recently involving direct exchanges with Iran, have resulted in an alarming humanitarian toll, including the loss of tens of thousands of civilian lives, among them a significant number of women and children. These developments have been widely documented and have given rise to extensive international legal debate regarding compliance with core norms, including the protection of civilians and the prohibition of the use of force.
In this context, the WED finds it difficult to reconcile the European Union’s readiness to adopt punitive measures against Iran with the absence of corresponding restrictive or accountability-oriented measures in relation to actions attributed to Israel. Such an asymmetry risks creating the perception of selective application of international law.
The WED further observes that, under established principles of international law, States retain the inherent right to self-defence, as reflected in Article 51 of the Charter of the United Nations, subject to the requirements of necessity and proportionality. Any assessment of State conduct must therefore be undertaken in a balanced and legally consistent manner, taking into account the full factual and legal context, including claims relating to violations of sovereignty and threats to national security.
The current approach of the European Union, as perceived, may give rise to concerns regarding good faith in international relations. It risks being interpreted as indicative of partiality or as contributing to further polarization at a time when impartial engagement and de-escalation are urgently required.
The WED emphasizes that a union founded upon the principles of democracy, the rule of law, and respect for human rights bears a particular responsibility to ensure that its external actions reflect those same values in a consistent and non-selective manner. Where serious violations of international law are alleged, accountability mechanisms must be applied evenly, without distinction or preference.
The WED remains available, in line with its independent and non-political mandate, to provide legal and diplomatic assessments and to facilitate constructive engagement aimed at restoring balance, credibility, and adherence to international law.
The World Embassy Desk avails itself of this opportunity to renew its highest consideration.
