Southern Lebanon: Ceasefire Violations and Regional Security
The World Embassy Desk (WED) expresses serious concern over the continuing Israeli military operations in southern Lebanon and the announced intention to maintain a security presence on Lebanese territory.
Israel may initially have been able to invoke genuine security concerns in response to threats emanating from its immediate surroundings. The present situation, however, can no longer be viewed solely through that lens. By repeatedly resorting to military force beyond its borders and by giving insufficient weight to the sovereignty, security and legitimate interests of neighbouring States, Israel is increasingly becoming a source of regional insecurity itself.
The ceasefire has been repeatedly breached by Israeli military action. This not only raises serious questions under international law, but also undermines the confidence on which any lasting security arrangement must depend. Hezbollah cannot realistically be expected to place confidence in commitments concerning Israeli withdrawal while Israeli operations continue and the prospect of a prolonged Israeli military presence remains openly asserted.
This has direct consequences for the question of disarmament. Calls upon Hezbollah to lay down its weapons will have little prospect of success if they are accompanied by continuing Israeli attacks and an uncertain withdrawal from Lebanese territory. Disarmament cannot credibly be achieved through unilateral demands; it requires reciprocal and verifiable commitments.
WED therefore calls for strict observance of the ceasefire, an end to further military escalation, the restoration of full Lebanese sovereignty over the south and credible international guarantees addressing the security of all States concerned.
A lasting arrangement cannot be built on the security interests of one State alone. Regional stability requires that the sovereignty, security and legitimate interests of Lebanon and other neighbouring States are treated with equal seriousness.
